How do I install the driver?
Once you have the file downloaded you need to unzip it. Locate the file and right click it and select 'Extract all...' to unzip it.
Once unzipped have the PCTV device connected to your computer. Click on START and then right click 'Computer' and select 'Properties'. In the properties window that opens click on 'Device manager' on the top left corner.
In device manager go to 'sound video and game controllers'. If you see the PCTV device, right click it and select 'Update driver' and then choose 'Browse...'. At this point browse to the unzipped location for the driver and let it update.

Making It Work
Not supported (yet).
As of Dec 17, 2008, I have the saa7136 datasheet and am actively working on the analog support for this device. I am still trying to work through the NDA issues with Broadcom on the ATI 316.
